An Invalid IP Address was specified

Question

I am unable to establish an FTP connection to a site that I have verified. My log file is small and my acutal IP address has been changed. The IP address is the same length (number of digits) as shown.
Is there a problem with the length of the IP address?
DEBUG [FTPConnection] 22 Dec 2014 17:23:00.209 : Set LocalDirectory='C:\CMS\Program Source 2010\RepScheduling\bin'
DEBUG [FTPClient] 22 Dec 2014 17:23:00.209 : Connecting to ftp://11.2.3.45/:21
DEBUG [HostNameResolver] 22 Dec 2014 17:23:00.209 : Resolving ftp://11.2.3.45/
at this point the error "An invalid IP address was specified" is thrown.
