auto-ban events, and whitelist, and bears, oh my

Question

I have looked unsuccessfully for a way to handle the following needs:

1) When an IP address is banned, can the server send me an email letting me know?
2) I see where it is possible to permanently ban an IP address (blacklist). Is it possible to permanently allow (whitelist) an address?

1) currently, no. Added to request list.

2) Yes, you can whitelist via 'allow' rules. See
