On a machine without Internet access, you can either
1) In the CompleteFTP manager's licensing panel's activation link you can copy the activation URL and use it on a machine with Internet access, and then copy the activation key back to the server machine.
or
2) Install the CompleteFTP manager on a machine that does have internet access and can also reach the server machine. Connect to the server machine with the manager and activate as normal.
